Introduction
The aim of this article is to examine and analyze the role of the state in the popularization of the economy, drawing on the teachings of the German school of ordoliberalism. This school, which is relatively unknown in our country, formed the basis for Germany's economic miracle after the devastation wrought by the Second World War and, following the great economic crisis of 2008, it once again attracted serious attention from European countries seeking to overcome the crisis. The German school of ordoliberalism claims to combine "justice and efficiency" and "regulation and freedom" by emphasizing the simultaneous role of the market and the people, and it considers a strong state to play a fundamental role in creating and strengthening the economic freedom of the people. Popularization of the economy, as an emerging paradigm in our country, is one of the important pillars of the resistance economy, in which the people are at the center and constitute the main pillar of the economy. But does this mean remove the state from the economy? The main hypothesis of this article is that popularization of the economy requires a "strong state."
Methodology
In this article, through examining the teachings of the German school of ordoliberalism, it is shown that in a people-centered economy, the government fulfills its duties by setting rules within a specific framework and providing the necessary conditions to facilitate the process of popularizing the economy.
Findings
Finally, through examining the implications of this school for popularizing the economy, a model is presented that includes the definition of popularization within this school, the causal conditions and background that the government must provide for popularizing the economy, as well as measures for confronting destructive factors and implementing strategic policies that the government must pursue for popularizing the economy.
Discussion and Conclusion
The findings of this study confirm that popularization of the economy does not imply the removal of the state; rather, it necessitates a strong and regulatory state. Drawing on ordoliberal teachings, it becomes evident that the government's role is not to dominate the economy but to establish a legal and institutional framework that enables popular participation. This approach ensures a balance between justice and efficiency, as well as between regulation and freedom. The model derived from this school offers a comprehensive framework for understanding the government's responsibilities, including providing causal conditions, creating a supportive background, confronting destructive factors, and implementing strategic policies. These elements collectively contribute to a successful popularization of the economy in line with the principles of resistance economy.
